The governments of the State Parties of this agreement which are hereinafter referred to as - Contracting Parties,
being guided by aspiration to interaction deepening, provisions of the Convention on international civil aviation of 1944 (the daleechikagsky convention) and attaching significance to civil aviation as one of important factors of cooperation of the people of the State Parties of the Commonwealth of Independent States,
proceeding from the proclaimed cooperative principles and friendship,
providing achievement of the agreed measures taken for the purpose of the organization and carrying out search and rescue ensuring flights of aircrafts of civil aviation, applying the standards and recommended practice of International Civil Aviation Organization concerning cooperation between search and rescue services of the adjacent states
agreed as follows:
Contracting parties recognize need of development of the corresponding regulations and rules on the organization of search and rescue ensuring flights of aircrafts of civil aviation.
The aircraft of the state of the Contracting Party and persons which are on its board suffering or injured disaster are subject to immediate search and rescue. It is performed on an equal basis irrespective of the state accessory of this aircraft and circumstances of disaster.
Each Contracting Party in the territory of the state accepts according to the national legal system and rules all necessary measures of search and rescue ensuring flights of aircrafts directed to accomplishment of immediate and effective works on search and rescue of passengers and crews of the aircrafts which are in distress or the victims, to rendering necessary assistance to victims.
