1. Approve the enclosed Regulations on organization activity of health care, performing activities in the field of forming of healthy lifestyle.

2. To the director of the department of the organization of medical care of the Ministry of Health of the Republic of Kazakhstan (Tulegaliyeva A. G.) provide in the procedure established by the legislation state registration of this order in the Ministry of Justice of the Republic of Kazakhstan.

3. To the director of legal department of the Ministry of Health of the Republic of Kazakhstan (Talaspayeva A. S.) in the procedure established by the legislation to provide official publication of this order after its state registration in the Ministry of Justice of the Republic of Kazakhstan.

4. To impose control of execution of this order on the Vice-Minister of Health of the Republic of Kazakhstan Bayzhunusov E. A.

5. This order becomes effective after ten calendar days after day of its first official publication.

Regulations on organization activity of health care, performing activities in the field of forming of healthy lifestyle

1. General provisions

1. This Regulations on organization activity of health care, performing activities in the field of forming of healthy lifestyle (further - the Provision), are developed according to the subitem 1) of Item 3 of article 32 of the Code of the Republic of Kazakhstan of September 18, 2009 No. 193-IV "About health of the people and health care system" and determine the status and powers of the organizations of health care performing activities in the field of forming of healthy lifestyle.

2. The following organizations of health care treat the organizations health care performing activities in the field of forming of healthy lifestyle (further - Service FZOZh):

1) the Republican state company on the right of economic maintaining "The national center of problems of forming of healthy lifestyle" of the Ministry of Health of the Republic of Kazakhstan (further - NTsPFZOZh);

2) the centers of forming of healthy lifestyle in the regional centers, the city of Republican value and the capital (further - the FZOZh centers) and their FZOZh structural podrazdeleniyarayonny centers (branches), it is information - the resource centers, the antismoking centers (offices), the youth centers of health.

3. Activities of Service FZOZh are directed to promotion and forming of healthy lifestyle (further - ZOZh), prevention of infectious, chronic noninfectious diseases, behavioural risk factors (tobacco, alcohol, drug addiction), decrease in incidence and increase in life expectancy of the population.

4. Service FZOZh in the activities is guided by the Code of the Republic of Kazakhstan "About health of the people and health care system", industry regulatory legal acts, Articles of organization, this Provision and perform the activities based on the state license for medical activities.

5. NTsPFZOZh is legal entity in form of business of the republican state company on the right of economic maintaining, has separate balance, settlement accounts in banks, official stamp, letterheads with the name in the state and Russian languages, seals and stamps.

6. NTSPFZOZH:

1) performs research, organizational and methodical and practical activities in the field of public health and health care; directed to forming and stimulation of ZOZh of citizens and to development of preventive and recovery medicine;

2) is the organizational and methodical and coordination center in questions of promotion of ZOZh and prevention of behavioural risk factors, diseases and the strengthenings of health performed by the ministries, departments, the organizations and organizations, scientific ensuring implementation of preventive programs and carrying out medikosotsiologichesky researches in the republic.

7. NTsPFZOZh performs the following functions:

1) organizational and methodical management and monitoring of activities of service of forming of ZOZh in the republic;

2) development of regulatory framework concerning forming of ZOZh and prevention of diseases;

3) examination of information and education materials at stage of planning and exit of end product;

4) participation in development and deployment of target programs for forming of ZOZh, prevention of socially important diseases, including behavioural risk factors of their development;

5) monitoring and assessment of the implemented preventive programs, including the National screening program for early detection of diseases, dynamic observation and improvement of the population by the organizations of primary health care (further - PHC);

6) development and deployment of scientifically based techniques in carrying out screening programs for early detection of diseases, dynamic observation and improvement of the population and prevention of risk factors in case of the main diseases;

7) carrying out social researches in regions on distribution of behavioural risk factors, socially important diseases, impacts of harmful factors, development on the basis of the received these programs for implementation of the principles of healthy lifestyle;

8) performs the analysis of incidence and carries out complex preventive measures for its decrease in regions taking into account regional features;

9) work with mass media for the purpose of increase in knowledge of the population concerning FZOZh;

10) implementation and dissemination of new technologies of forming of ZOZh, distance training, and also holding the training trainings with use of interactive technologies among the population, including among educational, law-enforcement and other organizations, vulnerable national groups, for forming and implementation of the principles of ZOZh;

11) organization of work with the population, preschool and educational organizations, staff of the organizations for forming and implementation of the principles of ZOZh for balanced diet and exercises and sport;

12) rendering the organizational and methodical help to the FZOZh regional Centers, PHC organizations for forming of ZOZh, recovery medicine, immunoprevention, organization of schools and clubs of health, gerontology;

13) the organization of holding large-scale sports and mass and cultural actions for positioning of ZOZh among the population;

14) carrying out rates on advanced training, preparation and retraining of medical personnel with the higher and secondary education, specialists of education system and other interested departments in urgent problems of forming of healthy lifestyle and public health care with use of different forms of education (stationary, exit and remote),

15) preparation and retraining of medical personnel of the highest and average educational institutions concerning primary prevention and forming of ZOZh;

16) participation in the organization and holding congresses, symposiums, scientific conferences and meetings, and also holding visiting sessions (meetings, conferences, seminars, etc.) concerning forming of ZOZh;

17) interdepartmental interaction concerning public health, health care and forming of ZOZh with the interested ministries, departments, local executive bodies, the organizations, including public, international and non-governmental;

18) rendering advisory, information services (creation and use of databases and information resources) for the purpose of prevention of diseases and strengthening of health of citizens;

19) development and production of information and education materials, including electronic and printing format, concerning protection and strengthening of health, the edition of scientific works, monographs, collections of works, methodical recommendations, education guidances, information sheets and periodicals (magazines) for the purpose of promotion of the latest developments of medical science and practical health care;

20) participation in the organization and. conducting examination of activities of the state and non-state organizations and information and education materials (printed, audiovisual materials) in the field of forming of ZOZh;

21) development of scientifically based scientific and technical programs on the basis of the public and grant financing for prevention and forming of ZOZh, development of potential and resources of health at the individual, family and national levels;

22) development of medical science of the preventive direction, strengthening of coordination and interaction with the leading international centers for development and strengthening of health of healthy citizens;

23) development of modern improving non-drug technologies, including means and methods of self-improvement, technology of forming of healthy lifestyle and instilling of skills more healthy lifestyle and cultures of health;

24) scientific development of bases of donozologichesky diagnostics and strengthening of health at the individual level;

25) scientific development of new methods of prevention at the individual level, monitoring systems of risk factors and the improvement of quality of life of the population based on the principles of evidential prevention and medicine;

26) development of personnel capacity of service FZOZh by training of specialists of NTsPFZOZh, the FZOZh, PHC centers concerning public health care, the organization and holding information campaigns among the population;

27) the publication of results of scientific and technical programs in the reviewed editions of foreign countries;

28) training of scientific personnel in work with license computer programs of the scientific materials meeting the requirements of the international standard for statistical processing.

The FZOZh centers coordinate the preventive organization activity of health care and other departments, organizations directed to increase in level of knowledge of the population concerning FZOZh, public health, strengthening of health, holding the preventive, improving actions promoting public health care.
