About rules of procedure of carrying out consultations about step-by-step cancellation of withdrawals from free trade regime of the State Parties of the Agreement on creation of the free trade area

Economic council of the Commonwealth of Independent States at the request of the Governments of the State Parties of the Agreement on creation of the free trade area of April 15, 1994 which further are referred to as with the Parties

for the purpose of implementation of the specified Agreement (further - the Agreement) both the Protocol on modification and amendments to it of April 2, 1999 (further - the Protocol of April 2, 1999),

agreed as follows:

Article 1 General provisions

1. The this Protocol determines rules of procedure, the organization and coordination of work of the Parties on carrying out consultations by approval of step-by-step cancellation of the withdrawals from free trade regime (further - consultations) fixed in bilateral agreements.

2. The parties during the carrying out consultations and preparation of documents on elimination of withdrawals from free trade regime are guided by priority of multilateral arrangements, and also the principles of publicity and transparency of the measures taken in the field of foreign economic activity.

3. The rights and obligations of the participating Parties of bilateral consultations (further - participants of consultations) are determined by the Agreement and the Protocol of April 2, 1999.

Article 2 of the Rule of procedure of carrying out consultations

1. Consultations are held by the Parties on behalf of their representatives authorized for carrying out consultations and headed by representatives in rank it is not lower than the level of deputy manager of competent authority.

2. Approval of step-by-step cancellation of withdrawals from free trade regime according to Item 10 of the Protocol of April 2, 1999 is performed in 12-month time from the date of its introduction in force and drawn up by bilateral documents.
