The governments of the State Parties of this agreement which are hereinafter referred to as with the Parties
being guided by the signed bilateral and multilateral agreements about cooperation in the field of culture;
in view of that pieces of screen are designed to play extremely important role in dialogue of the nations;
recognizing that each people have the right to pieces of screen which reflect its social and cultural features,
agreed as follows:
The parties confirm the aspiration to cooperation in the field of cinematography on the basis of the principles of sovereignty, equality of the State Parties of the Commonwealth, accounting of the national legal system existing in each of the State Parties of this agreement.
The parties are recognized that state policy of the State Parties of this agreement in the field of cinematography is based on the following principles:
responsibility of the state for preserving, support and development of national cinematography;
recognitions of cinematography by the specific area of culture which compulsory provision of existence is availability of the developed production, scientific, technical and information base;
creations of the conditions making works of national motion picture art available for general population;
freedoms of creativity, assistance to entrepreneurship, social protection of participants of production, hire and display of movies;
observance of international treaties.
The parties will make necessary efforts for support and development of motion picture art, including by provision in legislative procedure for tax and other benefits for the companies and the organizations creating, rolling and performing public display of movies.
The parties will be guided in questions of protection of copyright and related rights in the territory of the states by the principles enshrined in the Bern convention on copyright of 1886 and the World convention on copyright of 1952 and also the agreements on protection of copyright and related rights signed within the Commonwealth of Independent States.
