recognizing need of cooperation for protection of borders of the State Parties of the Commonwealth of Independent States with the states which are not entering the Commonwealth

confirming the commitment to provisions of the Charter of the UN, to the principles of OSCE, provisions of the Helsinki Final act, Charter of the Commonwealth of Independent States, other documents on boundary questions accepted by the Parties and having for them legal force

agreed as follows:

Article 1

For the purposes of this Agreement following terms have the following value:

Borders - sites of frontiers of the State Parties of the Commonwealth of Independent States with the states which are not entering and the Commonwealth.

Council of commanders - Council of commanders of Border troops.

Border troops - border troops of the Parties.

Article 2

The purposes of cooperation of the Parties and protection of Borders are:

ensuring protection of Borders taking into account interests of the Parties;

ensuring effective fight against the international and internal terrorism, any manifestation of separatism and nationalism, drug trafficking, illegal migration, illicit movement of weapon, ammunition, the radioactive, poisoning and psychotropic substances, and also other objects and loads prohibited to import and export by the national legal system of the Parties and international agreements;

development of the contractual legal base for cooperation and rapprochement of the legislation of the Parties on boundary questions.
