About cooperation of the State Parties of the Commonwealth of Independent States in fight against drug trafficking, psychotropic substances and precursors
The governments of the State Parties of the Commonwealth of Independent States, further - the Parties,
being deeply concerned with scales of illegal distribution of drugs, psychotropic substances (further - drugs) and their not medical consumption, especially women and minors,
realizing that abuse of drugs acquired global nature, poses itself huge hazard to life and health of all mankind and that eradication of this evil cannot be reached by efforts of the certain states,
recognizing that suppression of drug trafficking and precursors is collective obligation of all states,
expressing concern about expansion of use of the territories of the State Parties of this agreement for smuggling and illegal transit of drugs and precursors,
considering that strengthening of cooperation of Parties to the case of fight against drug trafficking and abuse of them is equitable to radical interests of the people of the State Parties of the Commonwealth of Independent States,
in view of the Single convention on drugs of 1961 with the amendments made to it according to the Protocol of 1972 on amendments to the Single convention on drugs of 1961, the Convention on psychotropic substances of 1971, the Convention of the United Nations on fight against illicit trafficking in drugs and psychotropic substances of 1988, the Political declaration and decisions made by the XX special session of the United Nations General Assembly in 1998 and also other decisions and recommendations of the United Nations concerning the matter
being guided by the principles and rules of international law,
