The State Parties of this agreement, further - the Parties,

recognizing need of preserving and enhancement of production and scientific and technical cooperation of the companies (organizations) for development of commercial ties between them,

in view of need of implementation of transportations of particular loads between them and military products, and also their transit by delivery to export import,

considering importance of ensuring fulfillment of requirements of safety and physical protection of particular loads and military products in case of their transportations,

being guided by the universally recognized norms of international law, agreements reached within the Commonwealth of Independent States and also bilateral (multilateral) agreements,

agreed as follows:

Article 1

For the purposes of this agreement the following terms mean:

particular loads - special importance, absolutely confidential and confidential products and their components having defense and state value; special importance, absolutely confidential and confidential substances, materials, including all types nuclear, constituting the increased danger to the population and the environment in case of accident; values in especially large sizes; other loads which the Parties can determine as falling under this category of particular loads;
