3. Recommend to Integration Committee of EurAsEC to consider provisions of this standard project by preparation of the corresponding international treaties and decisions of bodies of Community.

Article 1. Subject of regulation and purpose of this legal act

This standard project of the legal act governs the legal relations arising in connection with implementation of activities in the field of quality control of medical care, establishes overall objectives and the principles of quality control of medical care, determines powers of subjects of quality control of medical care in the states - members of EurAsEC.

The purposes of this standard project are:

- providing the rights of citizens to health protection by improvement of quality of medical care on the basis of the prevention and elimination of the reasons of non-compliance with medical technologies and the reasons of inefficient use of personnel and material resources of health care and medical insurance;

- enhancement of legal guarantees of rendering high-quality medical care;

- control of compliance of quality of the provided medical care to the established standards of medical care in the states of Community.
