The inter-parliamentary Assembly decides:

1. Approve the standard project of the legal act "About Fundamentals of Cultural Policy" it (is applied).

2. Send the approved standard project to parliaments of gosudarstvchlen of Community for use in case of development of acts of the national legal system.

3. Recommend to Integration Committee of EurAsEC to consider provisions of this standard project by preparation of the corresponding international treaties and decisions of bodies of Community.

Standard project of the legal act For fundamentals of cultural policy

This standard project of the legal act determines legal and organizational basis of cultural policy of gosudarstvchlen of EurAsEC and is aimed at providing and protection of constitutional right of each citizen on participation in cultural life, use of the cultural benefits and access to cultural values, assistance in preserving and development of national and cultural identity of the people and ethnic communities.

Article 1. Basic concepts

In this standard project the following basic concepts are used:

the state cultural policy - set of the purposes, the principles and regulations by which the state in the activities for preserving, development and dissemination of culture is guided;

culture - set of the cultural values directed to satisfaction of spiritual needs and harmonious development of the personality;
