Being effective according to provisions of Art. 7 - Art. 9 of the Law on the electric power No. 124-XVIII of December 23, 2009. (The official monitor of the Republic of Moldova, 2010, No. 23-24, the Art. 33), based on provisions of Art. 31 and the Art. of 52 paragraphs (6) the Law on the electric power DECIDES: Administrative board of the National agency on regulation in power (NARE)

1. Approve Regulations on measurement of electrical energy for commercial purposes in the new edition.

2. Declare invalid the Resolution of the NARE Administrative board No. 211 of April 14, 2006 about approval of the Regulations on measurement of electrical energy for commercial purposes? (Official monitor of the Republic of Moldova, 2006, No. 102Yo-105,? the Art. 369), registered by the Ministry of Justice at number 454 of June 29, 2006.

3. To impose control of application of this provision by participants of the market of electrical energy on management on regulation and licensing.

Regulations on measurement of electrical energy for commercial purposes

PART 1 PURPOSE AND SCOPE

1. The regulations on measurement of electrical energy for commercial purposes (further - the Provision) establish the principles and conditions according to which it is necessary to perform commercial accounting of amounts made, of the imported, exported, transited, transported, distributed, delivered and consumed electrical energy.

2. This Provision is applied in the legal relations which are established in connection with points of accounting of amounts of electrical energy for commercial purposes. Points of accounting of electrical energy in the technical purposes are not the this provision subject.

3. Conditions of this provision are applied in case of:

a) determination of points of accounting;

b) measurement of amounts of the developed, imported, exported, transited, transported, distributed, delivered and consumed electrical energy;

c) determination of functions and obligations of producers, operator of the transferring network and system, operators of the distribution networks, suppliers and final consumers connected taking into account electrical energy;

d) data collection of the measuring equipment of electrical energy for commercial purposes, and also the given evidences of the measuring equipment received in case of removal for the purpose of drawing of invoices and contents of databases;

e) data presentation about the measuring equipment of electrical energy for commercial purposes, and also data on the taken readings of the measuring equipment for the purpose of drawing of invoices and ensuring transparency of activities for accounting of electrical energy;

f) measurement of values of the sizes inherent to system services, collection and accumulating of the relevant data.

4. This Provision is applied in non-discriminatory procedure to producers, the operator of the transferring network and system, operators of distribution networks, suppliers and final consumers, and also in case of issue of permissions to connection to power network, in case of installation and operation of the measuring equipment.

5. This Provision establishes rules of measurement:

a) amounts of the electrical energy delivered from power plants in the transferring and/or distribution power supply network and also amount of the electrical energy consumed by power plants during their stop;

b) amounts of the electrical energy arriving in the transferring power supply network;

c) amounts of the electrical energy transported by the operator of the transferring network and system and arriving in distribution power supply networks;

d) amounts of the electrical energy imported, exported and transited on electric utility system;

e) amounts of electrical energy in exchange points between distribution power supply networks;

f) amounts of the electrical energy delivered to consumers, including independent consumers;

g) values of the sizes inherent to the system services provided by suppliers of these services.
