About cooperation in interstate exchange of departures of special communication

(Protocol as amended of 16.03.2001)

  In view of need of transfer between the Parties of special  departures    for the purpose of  prevention  of possible disclosure             of the data containing in these departures which are the state and protected by the law other secret agreed as follows:

Article 1

The parties assign to the operating services of special communication of the administrations of communication transportation and delivery between the Parties of the special departures sent by bodies of authority and management, the companies, organizations and the organizations of the Parties.

Article 2

The special  departures sent between the Parties on channels  of special  communication  are inviolable and not
are subject to opening or detention.

   When customs authorities of the either party have serious  reasons to believe that in special departures
  the goods moved with  violation of the law of the state of this Party contain, they have the right to take measures, the stipulated by the legislation states of this Party.

 In case of  disagreement  of the employee of special communication with the decision of customs  authority  of the state  of other  Party  special departure returns to the state from which it was sent.

 Personal belongings of the employee of special communication are subject to customs control in general procedure.

 All special departures shall have the visible external signs specifying their nature.
