The secretariat of the Collective Security Treaty Organization (further - the Secretariat of the CSTO) and Executive committee of the Commonwealth of Independent States (further - Executive committee of the CIS),
being guided by the purposes and tasks following from fundamental documents of the Collective Security Treaty Organization (далееОДКБ) and the Commonwealths of Independent States (further - the CIS), and also the international treaties signed within the CSTO and the CIS
attaching importance to cooperation of the Secretariat of the CSTO and Executive committee of the CIS,
came to the following mutual understanding:
1. The secretariat of the CSTO and Executive committee of the CIS within the competence will perform cooperation in the directions which are of mutual interest.
2. For this purpose the Secretariat of the CSTO and Executive committee of the CIS will be:
a) hold joint consultations for the solution of the questions relating to the corresponding directions of interaction;
b) prepare the approved offers and recommendations and if necessary to submit them for consideration of bodies of the CSTO and the CIS;
c) communicate, the work plans, schedules of holding actions, reference, information and analytical and other materials and documents which are of mutual interest;
d) according to rules and procedures adopted in the CSTO and the CIS to organize presence of the representatives in the actions which are of mutual interest;
e) promote cooperation of bodies of the CSTO and the CIS;
e) cooperate when forming the legal base;
g) develop the approved line items in relations with executive (workers) bodies of other international organizations;
h) interact in lighting in mass media of the events held within the CSTO and the CIS.
3. Secretary general of the CSTO and Chairman of Executive committee - The executive secretary of the CIS will appoint responsible persons for interaction within this Memorandum.
