The Ministry of Education of the Republic of Belarus and the Ministry of Education of the Azerbaijan Republic which are hereinafter referred to as the Party

expressing mutual aspiration to further strengthening and development of mutually beneficial cooperation on the principles of equality, independence and integrity of educational systems of the states of the Parties,

recognizing in the relations in educational policy unconditional priority of universal values, the principles of the Universal Declaration of Human Rights, Convention on the Rights of the Child, rules of international law and aiming at their practical realization,

attaching importance to ensuring scientific character, secular nature, humanity and democratism in the field of education, to satisfaction of cultural and educational needs of the people for both states, irrespective of nationality and ethnic origin of students,

agreed as follows:

Article 1

The parties develop cooperation in the field of general average, professionalnotekhnichesky, average special, the highest, post-qualifying education, and also in carrying out scientific research.

Article 2

The purposes of this agreement are:

establishment of direct connections between higher educational institutions, related on profile (further - higher education institutions), average special educational institutions (daleessuza) and organizations of education in the field of advanced training, the scientific organizations, and also creation by it of necessary conditions for mutually beneficial cooperation;

carrying out joint scientific research on the subjects which are of mutual interest, development of educational and methodical literature;

mutual exchange of scientific and teaching personnel for lecturing in higher education institutions, in Susa and organizations of education on advanced training both on long-term, and on short-term basis.
