The agreement on mutual assistance in cases of accidents and other emergency situations on electrical power objects of the State Parties of the Commonwealth of Independent States

The governments of the State Parties of this agreement which are hereinafter referred to as with the Parties

being guided by the Agreement on ensuring parallel work of electric utility systems of the State Parties of the Commonwealth of Independent States of November 25, 1998 and the Agreement on interaction in the field of the prevention and mitigation of consequences of emergency situations of natural and technogenic nature of January 22, 1993,

understanding importance of the organization and the solution of questions of mutual assistance in ensuring power supply of consumers and steady work of electric utility systems of the State Parties of the Commonwealth of Independent States in cases of accidents and other emergency situations,

recognizing the urgent need and interest in the joint solution of questions on accident prevention, and also other emergency situations and liquidation of their effects on electrical power objects,

agreed as follows:

Article 1

For the purposes of this agreement the following terms and concepts mean:

electrical power objects - complexes of devices and installations for production, transformations, transfers and distributions of electrical and heat energy consisting of the power plants, their water storage basins, substations, power lines and pipelines forming the high-level power and thermal networks;

electric utility system - set of electrical power objects of the Party, the means of operation and management of them connected by single production process, transfers and distributions of electrical energy (capacity);

accident, emergency - the mode of electric utility systems arising in case of damage of electrical power installations, their elements, constructions or owing to emergency situations, bringing to:

- to the termination of power supply of consumers, including the systems providing life activity of people, functioning of transport and communication;

- impossibility of parallel work of one or several power supply systems;
