The governments of the State Parties of this agreement which further are referred to as with the Parties

considering that the active impact on meteorological and other geophysical processes which is carried out in the territory of one Party can infringe on interests of other Parties,

proceeding from need of coordination of activities of the Parties for active impact on meteorological and other geophysical processes and deepenings of sci-tech cooperation in the field of development of methods and means of active impact,

admitting the fact that the world meteorological community has technologies of suppression of hail, artificial regulation of rainfall, dispersion of fogs, fight against frosts, meteoprotection of the cities, precautionary descent of avalanches and other technologies which allow to reduce adverse effects of weather and climatic changes,

being guided by provisions of the Agreement on interaction in the field of hydrometeorology of February 8, 1992,

agreed as follows:

Article 1

For the purposes of this agreement the stated below terms have the following values:

active impact - purposeful physical and/or chemical impact on meteorological and other geophysical processes for the purpose of their regulation and reduction of possible damage from these processes to the population and economy;

the specialized organizations of active impact on meteorological and other geophysical processes - the legal entities who are carrying out works on regulation of rainfall, dispersion of fogs, precautionary descent of avalanches and protection of crops against hailstorm and frosts;

technologies of active impact - complex of scientific and methodical and technical solutions in the field of work on purposeful change of the natural course of the meteorological and other geophysical processes for goal achievement of active impact which are subject to licensed regulation and state supervision.

The parties perform cooperation in the field of active impact in the following directions:
