Chapter 1. General provisions

Article 1. Subject and purposes of legal regulation of this Law

1. This Law establishes legal and economic basis of activities in the field of mail and express service, determines the rights and obligations of public authorities and local government bodies in the field of mail and express service, establishes the status of operators of mail and express service, governs the relations arising between them and users of services of mail and express service.

2. The purposes of this Law are:

- creation of guarantees of receipt of universal services of mail service on equal terms in all territory of the state;

- ensuring due service quality of mail and express service;

- protection of the rights and interests of users of services of mail and express service;

- protection of the rights and interests of the national operator of mail service and operators of express communication;

- providing mystery of communication;

- ensuring freedom of transit of post and express departures;

- ensuring workable and fair competition in the market of services of express communication, including with foreign operators of services of express communication;

- ensuring need for services of mail service for needs of public administration, defense, safety of the state and protection of law and order (further - the state needs).

Article 2. The concepts used in this Law

For the purposes of this Law the following concepts are used:
