The National Bank of the Republic of Belarus and the Central bank of the Russian Federation (Bank of Russia) which are hereinafter referred to as with the Parties, expressing the mutual interest in development of bilateral ties in the field of banking supervision enshrined in the Agreement between National Bank of the Republic of Belarus and the Central bank of the Russian Federation (Bank of Russia) about the cooperation in the field of supervision of activities of credit institutions concluded on February 12, 1999 for the purpose of the organization of information exchange and training in the field of counteraction of legalization (washing) of income gained in the criminal way, and to financing of terrorism agreed as follows:
Within the legal regulations operating in both countries, the Parties will perform exchange of information about requirements of national legal systems in the field of counteraction of legalization (washing) of income gained in the criminal way and to financing of terrorism and preparation of the corresponding personnel.
Within, both countries permitted by the legislation, the Parties will communicate about forms and methods of the prevention, identification, suppression of illegal transactions in the national and foreign currencies connected with legalization (washing) of income gained in the criminal way, and terrorism financing.
At the same time the Parties will provide strict observance of confidentiality concerning information obtained from other Party if the transferring Party imposed relevant requirements. The parties will take agreed measures on protection of confidentiality of information by its transfer each other including telecommunication means. Owner of confidential information is the transferring Party which determines extent of access for the third parties to the transmitted data.
