considering mutual interest in creating favorable conditions for development of cultural ties and cultural exchange,

in view of provisions of the Agreement on cooperation in the field of culture of May 15, 1992,

agreed as follows:

Article 1

In this agreement the following terms and concepts are used:

"authorized state bodies" - the state bodies of the states of the Parties authorized according to the national legal system to exercise state regulation and control of export and import of cultural values;

"the state of export" - the state from which territory cultural values are exported;

"transit State" - the state through which territory cultural values from the state of export move to other states;

"the state of import" - the state on which territory cultural values are imported;

"cultural values" - values of religious or secular nature or their collection which are considered by each of the states of the Parties as representing value for history of culture, arts, sciences and fall under operation of the legislation of the states of the Parties on export and import of cultural values;

"export and import of cultural values" - movement of cultural values by legal entities and physical persons in any purposes through customs borders of the states of the Parties without obligation of their return import or the return export;

"temporary export and temporary import" - movement of cultural values by legal entities and physical persons in any purposes through customs borders of the states of the Parties with the obligation of their return import or return export in the stipulated time;

"permission" - the special document which form is approved in the procedure established by the legislation of the state of the relevant Party and is officially brought to the attention of other Parties, being the single basis for legal movement of cultural values through customs and frontiers of the states of the Parties;
