The governments of the State Parties of this agreement which are hereinafter referred to as with the Parties

understanding objective need for coordinated actions on use and development of network of transport communications for needs of economy, military and humanitarian transportations of the State Parties of the Commonwealth of Independent States, agreed as follows:

Article 1

The network of transport communications of the states of the Parties is understood as set of interconnected means of communication of different types of transport in the territories of the states of the Parties which functioning is performed on the basis of their national legal system.

For the purposes of this agreement following terms have the following value:

military transportations - movement of troops, teams, certain military personnel, and also military loads from one area (Item) in another with use of different types of transport. In terms of the scope of transportations can be strategic, operational and tactical; on content, the purposes and appointment - human, mobilization, operational, supplying and evacuation; by types transportazheleznodorozhny, water (sea and river), air, automobile and combined;

humanitarian transportations - transportation of goods and people within assistance to the state injured with emergency situation in carrying out the rescue and other urgent works directed to rescuing of life and preserving human health, decrease in the extent of damage to the surrounding environment and material losses, localization of zone of emergency situation and cancellation of characteristic factors, dangerous to it, and also within carrying out transactions on delivery of the humanitarian aid and implementation of evacuation actions;
