According to Item 2 of article 38 of the Law of the Republic of Kazakhstan of January 31, 2006 "About private entrepreneurship" we ORDER:

1. Approve the enclosed criteria for evaluation of risk degree in the field of power industry for the objects performing operation of the energy equipment of power plants, power and thermal networks, and also the electric and heatusing installations of consumers.

2. To committee on the state energy supervision of the Ministry of Energy and Mineral Resources of the Republic of Kazakhstan (Chirkov V. N.):

1) to provide state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) after state registration of this order to provide its official publication;

3) to provide placement of this order on Internet resource of the Ministry of Energy and Mineral Resources of the Republic of Kazakhstan.

3. To impose control of execution of this order on the Vice-Minister of Energy and Mineral Resources of the Republic of Kazakhstan Turganov D. N.

4. This order becomes effective from the date of state registration in the Ministry of Justice of the Republic of Kazakhstan.

5. This order becomes effective after ten calendar days after day of its first official publication.

Criteria for evaluation of risk degree in the field of power industry for the objects performing operation of the energy equipment of power plants, power and thermal networks, and also the electric and heatusing installations of consumers

1. These Criteria for evaluation of risk degree in the field of power industry (further - Criteria) are developed for the objects performing operation of the energy equipment of power plants, power and thermal networks, and also the electric and heatusing installations of consumers according to the laws of the Republic of Kazakhstan of July 9, 2004 "About power industry" and of January 31, 2006 "About private entrepreneurship".

2. In these Criteria the following concepts are used:

1) risk - probability of origin at the companies of power industry and on the electric and heatusing installations of consumers of the accidents and refusals which led to nedootpusk and losses of electrical and heat energy and also to violations of functioning of power generation facilities, taking into account severity of their effects for society;

2) the system of risks assessment is complex of actions held by the representative on implementation of control and supervising functions by state body in the field of power industry for the purpose of planning of checks;

3) object of check - the subject of the market performing operation of the energy equipment of power plants, power and thermal networks, and also the electric and heatusing installations of consumers;

4) the card of risks - the graphical description of quantity characteristics of risks reflecting the frequency of their repeating and the established threshold values.

3. At initial stage of work with system of risks assessment in the field of power industry objects of check are distributed on significance values:

1) treat the high importance of objects of energy industry:

objects, development level - consumption of electrical energy of which 300 MW make and above;

energy objects of the system operator;

2) treat the average importance of objects of energy industry:

objects, development level - consumption of electrical energy of which constitutes from 100 MW to 300 MW;

power and thermal networks of the regional energy companies;

3) treat the low importance of objects of energy industry:

objects, development level - consumption of electrical energy of which constitutes from 1 MW to 100 MW;

district power and thermal networks;

the electric and heatusing installations of consumers which level of consumption of electrical energy makes from 1 MW to 100 MW.

4. Further for each of groups with the high, average and low importance of objects the individual card of risks determining the frequency of the repeating violations and reflecting score by their quantity is created.

At the same time, in cards division of objects on degrees of risks is carried out. To each risk degree there corresponds threshold value which level changes depending on significance value of objects of check:

1) in the individual card of risks for objects of check with the high importance the following risk degrees and the corresponding threshold values are established:

high risk - threshold value of 40 points;

average risk degree - threshold value of 30 points;

insignificant risk degree - threshold value of 20 points.

2) in the individual card of risks for objects of check with the average importance the following risk degrees and the corresponding threshold values are established:

high risk - threshold value of 50 points;

average risk degree - threshold value of 40 points;

insignificant risk degree - threshold value of 30 points.

3) in the individual card of risks for objects of check with the low importance the following risk degrees and the corresponding threshold values are established:

high risk - threshold value of 60 points;

average risk degree - threshold value of 50 points;

insignificant risk degree - threshold value of 40 points.

5. Reference of objects of check to degrees of risks is determined by score by violations.

Change of score on violations allows to appropriate to object of check the risk degree determining the term of conducting the following planned inspection.

6. The following types of violations in case of production, transfer, distribution and consumption of electrical and heat energy, with the specified points belong to criteria for evaluation of degree of risks:

accidents - 20 points (at the same time if accident led to explosion, ignition, the fire or violation of stability of power network; if were causes of accident wrong prompt action / not operation personnel or shortcomings of work of managing personnel of the company and (or) its structural divisions, 5 points increase);

refusals of the 1st degree - 10 points (at the same time if the refusal of the 1st degree led to explosion, ignition, the fire or violation of stability of power network; if were causes of accident wrong prompt action / not operation personnel or shortcomings of work of managing personnel of the company and (or) its structural divisions, 5 points increase);

refusals of the 2nd degree - point 0,2 (at the same time if the refusal of the 2nd degree led to explosion, ignition, the fire or violation of stability of power network; if were causes of accident wrong prompt action / not operation personnel or shortcomings of work of managing personnel of the company and (or) its structural divisions, 5 points increase);

exhaustion of resource more than 2/3 parts of the capital energy equipment - 20 points (over 90% of normative resource);

exhaustion of resource to 2/3 parts of the capital energy equipment - 10 points (from 75% to 90% of normative resource);

the unsatisfactory organization of maintenance and repair of the equipment revealed as a result of check - 20 points;

availability of above-standard losses of electrical energy - 20 points;

availability of above-standard losses in thermal networks - 20 points;

availability of annual average nedootpusk of electrical and heat energy for power sources - 20 points;

accidents as a result of wrong actions of personnel in case of operation of the energy equipment and unsatisfactory technical condition of the energy equipment - 20 points (from the death);

disability because of accidents for 1 day and above - 10 points;

transfer from the main work into another for 1 day and above - 5 points.

In case of making of several violations points are summed up.

7. Objects at which score on violations exceeds the established threshold value and is the greatest are subject to first-priority inclusion in the plan of conducting checks.

8. As data for determination of number of violations the data provided by objects of check in the established statistical forms are used.
