being convinced that elections are one of political and legal instruments of stable civil society and sustainable development of the state,

recognizing the value of the national experience of legal regulation of elections accumulated by the State Parties of the Commonwealth of Independent States, guarantees of the voting rights and freedoms of man and citizen
