understanding special importance and need of the government and public assistance to the specified category of citizens in the conditions of transition to the new economic relations,

agreed as follows:

Article 1.

Each of the Parties recognizes reasonable according to the national legal system to determine the sizes and payment procedure of lump-sum allowance to parents and other members of families of the military personnel, the dead or the dead owing to wounds, and also the mutilations, contusions, diseases got during fighting in Afghanistan or in other states, but is not lower than the amount of compulsory national personal insurance of the military personnel provided by the legislation existing in the state or accepted in the former USSR taking into account price indexation.
