The State Parties of this agreement, hereinafter referred to as "State Parties",

being guided by the Agreement on powers of the supreme bodies of the Commonwealth of Independent States concerning defense against March 20, 1992, and based on other earlier accepted documents of the Commonwealth on military questions,

understanding need of development, fixing and realization of the approved approaches and general for all State Parties of the Commonwealth of the basic principles of the military policy pursued for the benefit of ensuring defense of each State Party of the Commonwealth of Independent States

considering the constitutional provisions of military policy of the State Parties,

agreed as follows:

Article 1

Accept the Concept of military safety of the State Parties of the Commonwealth of Independent States which is hereinafter referred to as "The concept of military safety" it (is applied). This Concept is integral part of this agreement.

Article 2

The State Parties not take the unilateral actions breaking provisions of the Concept of military safety.

During the carrying out military policy, development and adoption of legal acts concerning defense including to formulation of national military doctrines, the State Parties will consider basic provisions of the specified Concept.

Article 3

The questions connected using this agreement, if necessary, will be permitted by competent authorities of the states - participants and the Main Command of the Joint Armed Forces of the Commonwealth in the spirit of friendship, respect and mutual understanding.

Changes can be made to the Concept of military safety only in case of the consent of all State Parties.

Article 4

Each of the State Parties has the right to leave the Agreement.
