The governments of the State Parties of this agreement, further - the Parties,

understanding need of the coordinated and effective interaction for the purpose of the organization of work on acceptance, transportation and safety of the foreign humanitarian assistance,

considering importance of this help for overcoming the crisis situation which developed in economic and social spheres

in view of interest in work duplication elimination, reducing material costs and in improvement of activities of all links of delivery, obtaining and control of quality of the foreign humanitarian assistance,

feeling the need of acceptance in this regard of operational measures,

agreed as follows:

Article 1.

The parties understand as the humanitarian assistance the food donated by legal entities and physical persons of the foreign states, medicines, consumer goods of prime necessity which are not intended for extraction of commercial benefit both the sender, and the receiver, and directed for improvement of living conditions and life of the population.

Article 2.

The parties will approve the actions in the questions connected with the omission of loads of the humanitarian assistance through borders with the states which are not agreement parties and also shall perform the free omission of these loads through borders between the Parties.

For this purpose according to the developed international practice of the Party will provide:

a) release of these loads and faces of their attendants from customs duties, taxes and fees;

b) extraordinary procedure for the omission of the specified loads and persons through border;

c) priority servicing, safety of loads and vehicles.

Article 3.

The parties according to already available arrangements will provide extraordinary visa the mode for the foreign citizens accompanying loads of the humanitarian assistance when crossing with them of borders, mentioned in Article 2.

The parties will provide to these persons housing in priority procedure and on reduced rates.
