The State Parties of this agreement which are hereinafter referred to as with the Parties
being guided by the conventional principles of international law, the Charter of the UN, relevant resolutions of the United Nations General Assembly, provisions of the Final act of the Organization for Security and Co-operation in Europe, other documents of CSCE and acts of the Commonwealth of Independent States,
proceeding from inadmissibility of application of any forms of pressure and the coercion directed against the sovereign states
being guided by aspiration of the people of the State Parties of the Commonwealth to the world, safety and neighborliness,
intending common efforts to prevent application of blockade or threat of application that against the either party,
referring to the resolution 3314 (XXIX) of the United Nations General Assembly containing aggression determination
agreed as follows:
For the purposes of this agreement blockade is making or encouragement of any actions with any state not compatible to the Charter of the UN and directed to complete or partial isolation of the territory of other state, by means of complete or partial break of the economic relations, railway, sea, air, pipeline, post, cable, radio or other means of messages.
The parties do not allow in the territories of actions as from the state, and non-state bodies, the companies, the organizations, and also officials and certain citizens who can lead to blockade of the either party.
In cases of detection (identification) in the territories of the actions able to entail effects of blockade, the Parties take measures to prevention of such actions or liquidation of their effects.
The parties apply against the states which perform blockade concerning any of the Parties, the coordinated action on its termination.
