for the purpose of implementation of the Agreement on creation of the free trade area of April 15, 1994, the Protocol of April 2, 1999 on modification and amendments to the specified Agreement on creation of the free trade area, the Agreement on the principles of collection of indirect taxes during the exporting and commodity import (works, services) between the State Parties of the Commonwealth of Independent States of November 25, 1998 and the Decision of Council of Heads of Government of the Commonwealth of Independent States of October 9, 1997 about the course of accomplishment of decisions of Council of CIS Heads of Government on measures for improvement of work of the railroads of the State Parties of the Commonwealth of December 9, 1994 regarding the state support of rail transport, about the course of implementation of national programs of the state support of rail transport of April 12, 1996 and about the Concept of establishment of the approved tariff policy on rail transport of the State Parties of the CIS of October 18, 1996,

understanding importance of steady transport service of functioning of economies of the State Parties of the Commonwealth of Independent States,

aiming to create additional economic terms for increase in efficiency and reliability of rail activity,

trying to obtain at the same time reducing transportation expenses on transportations by railway transport in the international message between the State Parties of the Commonwealth of Independent States,

agreed as follows:

Article 1

The terms used in this agreement have the following values:
