confirming the aspiration to complete (taking into account the assumed international obligations) in perhaps short terms creation of the contractual legal base on key questions of multilateral economic cooperation within the CIS,

being sure that state cooperation - members of the CIS within the Commonwealth taking into account the principles and regulations of the WTO will promote development of their economic potential and entry into world economic space,

consider necessary to concentrate efforts of the State Parties of the CIS and its relevant organs on the following directions of cooperation:

completion of forming of the free trade area;

increase in efficiency of use of fuel and energy and water complexes, rationalization of system of providing with fuel and energy and water resources on the basis of application of market mechanisms of settlement;

increase in efficiency of use of national transport complexes on the basis of deepening of production cooperation in the field of transport, creating favorable conditions for transit transportation of goods and passengers, development and use of the new technologies providing increase in safety of transportations;

ensuring food security of the State Parties of the CIS based on creation of the total agrarian market;

creation of conditions for modernization of production with wide use of products which are turned out in the State Parties of the CIS based on production cooperation;

development and implementation of the most perspective joint programs and projects; forming in the Commonwealth of more open competitive circle for the purpose of the increase in goods competitiveness and services made in the State Parties of the CIS.

Heads of states of the Commonwealth of Independent States announce unconditional priority of the CIS forming and functioning of the free trade area with gradual promotion on the basis of expansion of integration to common economic space.
