The governments of the State Parties of the Commonwealth of Independent States which are hereinafter referred to as by the Parties

being guided by the Agreement on the principles of forming of general transport space and interaction of the State Parties of the Commonwealth of Independent States in the field of transport policy of October 9, 1997, and also international treaties in the field of the international transport corridors which participants they are,

attaching great value to expansion and increase in efficiency of foreign economic relations, providing optimal transportation terms for foreign trade,

recognizing importance of transit transportations for international trade,

intending and to enhance further the modes of transit transportation of goods and passengers on the basis of international treaties,

realizing need of development of transport infrastructure, transport equipment and technologies, implementations of systems and devices for increase in traffic safety of vehicles and information exchange,

considering international experience of development of transport systems,

aiming at carrying out coordinated policy on forming and ensuring effective operation of the international transport corridors passing on the territories of the Parties, attraction of additional transit transport flows

declare as follows:

1. The transport corridors passing on the territories of the Parties are compound and integral part of the international transport corridors and are considered by the Parties among priority for the subsequent development.

2. For the purposes of this Memorandum the stated below terms have the following values:

international delivery - movement of passengers and loads on the territories of two and more Parties with use of one or several modes of transport;

the international transit of passengers and loads - movement through the territory of the Party of passengers and movement under customs control of loads, Item of sending and which destination are located outside the territory of this Party;
