1. The legislation of the Kyrgyz Republic on publishing activities according to the Constitution of the Kyrgyz Republic guarantees to legal entities and citizens the right to publishing activities.
2. This Law governs the relations between subjects of publishing: authors, publishers, manufacturers, distributors of printed materials.
3. State policy in publishing is based on the principles of respect for freedom in publishing, counteractions of its monopolization, strengthening of material, organizational, legal and scientific basis of publishing.
According to this Law the following basic concepts are applied:
- publishing (activities) - set of the organizational, creative, production actions directed to preparation and appearance of printed materials;
- production of printed materials - reproduction production engineering procedure by certain circulation of the publishing original printing or other technical means;
- distribution of printed materials - bringing printed materials to the consumer as through retail chain stores, and other methods;
- non-periodic printed materials - books, brochures, albums, posters, booklets, cards and other independently drawn up products of printing production, irrespective of circulation and method of their production, except for periodic printing editions;
- the periodic printing edition - the newspaper, the magazine, the almanac, the bulletin, other edition having the permanent name, the current issue and which is published at least once a year;
- the publisher - the legal entity or the individual entrepreneur performing preparation and release of printed materials;
