1) in Article 16:

a) in the paragraph the second Item 1 of the word of "primary professional education, secondary professional education, higher education" to exclude;

b) to state paragraphs of the first and second of Item 1.1 in the following edition:

"1.1. Regulations of Admission of citizens in educational institutions in the part which is not settled by this Law, other Federal Laws, the procedure for acceptance in educational institutions established by the federal executive body authorized by the Government of the Russian Federation, charters of educational institutions, and in state and municipal educational institutions also standard regulations on educational institutions of the corresponding types and types, are determined by each educational institution independently.
