Bring in the Regulations on the State Anti-Drug Committee approved by the Presidential decree of the Russian Federation of October 18, 2007 N 1374 "About additional measures for counteraction to drug trafficking, psychotropic substances and their precursors" (The Russian Federation Code, 2007, N 43, Art. 5167; 2008, N 41, Art. 4653, 4655; N 50, of Art. 5897; 2011, N 5, Art. 713), following changes:

a) to state the subitem "an" of item 4 in the following edition:

"a) preparation of offers to the President of the Russian Federation on forming of state policy in the field of counteraction to drug trafficking, psychotropic substances and their precursors, on enhancement of the legislation of the Russian Federation in this area;";

b) state Item 9 in the following edition:

"9. Presence on committee meeting of his members is obligatory.

Members of the committee have no right to delegate the powers to other persons. In case of impossibility of presence of the member of the committee at meeting he shall inform on it the chairman of Committee beforehand in writing.

In case of impossibility of presence at meeting of the member of the committee part in committee meeting is taken by person fulfilling its duties (further - person fulfilling duties of the member of the committee).

Presence on committee meeting of person, acting as the member of the committee, surely.

Members of the committee and persons, acting as members of the committee, have the equal rights in case of discussion of the questions considered at meeting.

Committee meeting is considered competent if at it there is more than a half of his members or persons, the acting as members of the committee.
