Council of heads of states of the Commonwealth of Independent States, recognizing need of accomplishment by all State Parties of the CIS of the obligations on financing of bodies of the Commonwealth for the purpose of ensuring their activities, in view of the conventional principles and rules of international law, including the principle of fair observance of the international obligations, according to article 10 of the Charter of the Commonwealth of Independent States solved:

1. Call the State Parties of the Commonwealth of Independent States timely and in full to fulfill the financial liabilities on transfer of annual contributions to the single budget of the bodies of the CIS financed by budgetary funds of the State Parties of the Commonwealth of Independent States (further - the single budget of bodies of the CIS), according to Regulations on the single budget of the bodies of the Commonwealth financed by budgetary funds of gosudarstvuchastnik of the CIS, the approved Decision of Council of CIS Heads of Government of May 31, 2001.

2. Recognize that failure to pay by the State Party the Commonwealth of Independent States of the contributions to the single budget of the bodies of the CIS approved by Council of CIS Heads of Government and accepted by gosudarstvomuchastnik of the Commonwealth as its obligation is the debt of the state to the single budget of bodies of the CIS which is subject to obligatory repayment.

The outstanding amount of the state before the single budget of bodies of the CIS formed from January 1 to December 31 last year affirms Council of Heads of Government of the Commonwealth.

3. The debt of the state to the single budget of bodies of the CIS shall be repaid within two years. The payment deferral can be granted to the state having debt in the presence of the force majeure circumstances which are not depending on it.

The debt of the state to the single budget of bodies of the CIS is repaid in cash.
