wishing to promote actively growth of trust, mutual understanding and cooperation between the people of the State Parties of the Commonwealth of Independent States,

aiming to assist forming in the world community of objective and complete idea of socio-political, economic and cultural life of the State Parties of the Commonwealth of Independent States,

recognizing contribution which is made by national news agencies of the Parties in adjustment of permanent and operational channels of exchange and distribution of information,

agreed as follows:

Article 1

For the purposes of this agreement following terms have the following values:

news agency - the organization which is regularly engaged in collection and distribution of information material, organized and functioning according to the national legal system of the Party;

national news agency - the central state news agency of the Party;

materials of national news agencies - the information product transferred by news agencies;

information product - the materialized result of activities of national news agencies intended for ensuring information needs of users;

information services - the services of national news agencies provided to the users;

interstate information exchange - transfer and receipt of information product, and also mutual rendering information services by the Parties.

Article 2

The parties will promote increase in flow of materials of national news agencies, strengthening of their professional bonds, creating favorable conditions for adjustment between them effective and free exchange of materials, realization of the information product made by them.
