2. Make the decision on the above-named project Council of Foreign Ministers of the CIS according to Item 9 of the rule of 7 Rules of procedure of Council of heads of states, Council of Heads of Government, Council of Foreign Ministers and Economic council of the Commonwealth of Independent States.
