3) the edition of methodical recommendations about provision of the state services and to execution of the state functions in the field of employment of the population;

5) approval of the list of the territories with intense situation in the labor market according to the procedure established by the Government of the Russian Federation;

6) establishment of standard rates of availability of the state services in the field of assistance of employment of the population, target forecast indicators in the field of assistance of employment of the population and implementation of social payments to the citizens recognized in accordance with the established procedure as the unemployed;

7) carrying out monitoring and quality evaluation and availability of the state services in the field of assistance of employment of the population, efficiency of realization of additional actions in the labor market of subjects of the Russian Federation;

8) establishment of procedure for calculation of average earnings for determination of the sizes of unemployment benefit and the grant paid to citizens during professional training, retraining and advanced training in the direction of bodies of employment service;

9) informing citizens and employers on employment situation in the Russian Federation, the rights and guarantees in the field of employment of the population and protection against unemployment;

10) carrying out monitoring of condition and development of projections of the labor market of the Russian Federation;

11) control of providing the state guarantees in the field of employment of the population regarding social support of jobless citizens with issue of instructions, obligatory for execution;

12) implementation of supervision and control for:

the normative legal regulation performed by public authorities of subjects of the Russian Federation regarding implementation of social payments to the citizens recognized in accordance with the established procedure as the unemployed with issue of instructions, obligatory for execution;
