About introduction of amendments to articles 127 and 146 of the Family code of the Russian Federation and article 271 of the Civil Procedure Code of the Russian Federation

Article 1

Bring in the Family code of the Russian Federation (The Russian Federation Code, 1996, N 1, Art. 16; 1998, N 26, Art. 3014; 2005, N 1, Art. 11; 2010, N 52, Art. 7001) following changes:

1) in Article 127:

a) add Item 1 with the paragraph of the following content:

"persons who did not have training according to the procedure, stipulated in Item 4 these Articles (except close relatives of the child, and also persons who are or were adoptive parents and concerning whom adoption was not cancelled).";

b) in Item 1.1 of the word "and the twelfth" shall be replaced with words ", the twelfth and thirteenth";

c) in Item 1.2 of the word "and the twelfth" shall be replaced with words ", the twelfth and thirteenth";

d) add with item 4 of the following content:

"4. Training of persons wishing to accept on education in the family the child, without parental support is performed for the purpose of psychology and pedagogical and legal training of these persons according to the program and according to the procedure which affirm executive bodies of subjects of the Russian Federation.

Requirements to contents of the program of training of persons wishing to accept on education in the family the child, without parental support and form of the certificate on passing of such preparation in the territory of the Russian Federation affirm the federal executive body authorized by the Government of the Russian Federation.

The organization of training of persons wishing to accept on education in the family the child, without parental support is performed by guardianship and custody bodies for the account and within means which are provided on these purposes in the budget of the subject of the Russian Federation.
