About modification of the Law of the Kyrgyz Republic "About local public administration"

Article 1. Bring in the Law of the Kyrgyz Republic "About local public administration" (the Erkin Too newspaper of July 22, 2011 No. 59) the following change:

state Article 14 in the following edition:

"Article 14. Procedure for position assignment of the akim

1. The capable citizen of the Kyrgyz Republic having the higher education and meeting the qualification requirements established by the Government of the Kyrgyz Republic can be the akim.

The citizen of the Kyrgyz Republic having criminal record for crime execution which is not extinguished or is not removed in the procedure established by the law cannot be akim.

2. The akim is appointed the Prime Minister of the Kyrgyz Republic according to the proposal of the district kenesh from among candidates (at least 3), provided by the Prime Minister of the Kyrgyz Republic.

The district kenesh within 15 working days from the date of introduction of the corresponding representations of the Kyrgyz Republic by Premyerministr selects one of the presented candidacies and brings Premyerministra of the Kyrgyz Republic for position assignment of the akim.

3. The meeting of the local kenesh on selection of the candidate for the offer to position assignment of the akim is considered taken place if at least two thirds of total number of deputies of the corresponding local kenesh took part in it. Selected is considered the candidate which gathered majority of votes from total number of deputies of the corresponding local kenesh. If any of candidates did not gain the necessary number of votes of deputies, the second round of vote on two candidates who got the maximum number of votes is held. Selected in the second round of vote is considered the candidate which gathered majority of votes from total number of deputies of the corresponding local kenesh.
