About introduction of amendments to the Law of the Kyrgyz Republic "About homeland security"

Article 1. Bring in the Law of the Kyrgyz Republic "About homeland security" (Sheets of Jogorku Kenesh of the Kyrgyz Republic, 2003, No. 4, the Art. 196) the following changes:
1. To state paragraph two of Article 5 in the following edition:
"-observance of the Constitution of the Kyrgyz Republic, laws and other regulatory legal acts of the Kyrgyz Republic, and also conventional principles and rules of international law;".
2. In Article 6 of the word "the international contracts and agreements which participant is the Kyrgyz Republic" shall be replaced with words "the international agreements which came in the procedure established by the law into force which participant is the Kyrgyz Republic".
3. State Article 7 in the following edition:
"Article 7. Observance of rights and freedoms of man and citizen when ensuring national security
When ensuring national security restriction of the rights and freedoms of man and citizen, except as specified, provided by the Constitution, this Law and other laws of the Kyrgyz Republic for the purpose of protection of homeland security, public order, health protection and morality of the population, protection of the rights and freedoms of other persons is not allowed. The introduced restrictions shall be proportional to the specified purposes. By the law restrictions of the rights and freedoms in other purposes cannot be set and more than it is provided by the Constitution of the Kyrgyz Republic.
Citizens, public and other organizations and associations have the right to receive explanations concerning restriction of their rights and freedoms from the bodies ensuring homeland security. According to their requirement such explanations are made in writing in the terms established by the legislation of the Kyrgyz Republic.
The officials who exceeded the authority in the course of activities for ensuring national security bear responsibility according to the legislation of the Kyrgyz Republic.".
4. The twelfth Article 9 to state the paragraph in the following edition:
