2. Public service on control of drugs to develop and to submit to the Cabinet of Ministers of Ukraine the actions plan on implementation of the Concept approved by this order in a month.

For planning and implementation of actions for counteraction to the illegal address of drugs, psychotropic substances and precursors and to the use of such means and substances not on medical appointments it is necessary to carry out regular monitoring according to the single procedure and based on observations of characteristics of distribution of drugs, psychotropic substances and precursors which give the chance to determine other characteristics of this process.
Carrying out monitoring becomes complicated due to the lack of methodical providing, the low level of the organization of carrying out similar researches and information exchange between subjects of monitoring.
