1. This Federal Law governs the relations arising in connection with creation, operation and enhancement of the state information system of fuel and energy complex including collection, information processing for inclusion in this system, storage of such information, ensuring access to it, its provision and distribution.
2. The purpose of this Federal Law is creation of legal and organizational basis for providing the interested state bodies, local government bodies, officials, the organizations and citizens with information on condition and the forecast of development of fuel and energy complex.
1. In this Federal Law the following basic concepts are used:
1) the state information system of fuel and energy complex - the federal state information system containing information on condition and the forecast of development of fuel and energy complex;
2) program technical means of the state information system of fuel and energy complex set of information technologies, including software of the state information system of fuel and energy complex (the program for electronic computers and the database), and the technical means of the state information system of fuel and energy complex intended for automation of processes of collection, information processing for inclusion in the state information system of fuel and energy complex, storage of such information, ensuring access to it, its provision and distribution.
2. Other concepts of this Federal Law are used in the values determined by the legislation of the Russian Federation.
