Article 1

Bring in the Federal Law of June 10, 2008 N 76-FZ "About public control over ensuring human rights in places of detention and about assistance to persons which are in places of detention" (The Russian Federation Code, 2008, N 24, Art. 2789; 2010, N 27, Art. 3416) following changes:

1) regarding 1 Article 4 of the word "voluntariness, equality" shall be replaced with words "priority of human rights, voluntariness, equality, objectivity";

Part 2 of Article 5 to add 2) with the words "and socially oriented non-profit organizations";

Item 3 of part 3 of article 6 after words of "public associations" to add 3) with words ", socially oriented non-profit organizations";

The word of "twenty" to replace 4) regarding 1 Article 7 with the word of "forty";

To add 5) with Article 7.1 of the following content:

"Article 7.1. Code of ethics of members of public monitoring commissions

In the activities members of public monitoring commissions are guided by the Code of ethics of members of public monitoring commissions (further - the Code of ethics) which affirms Public chamber of the Russian Federation on representation of council of Public chamber.";

Part 1 of Article 8 to state 6) in the following edition:

"1. The public monitoring commission performs the activities according to the procedure, established by regulations of public monitoring commission which affirm at its first meeting by a majority vote from total number of her members.";
