About approval of veterinary health regulations of production and trade in fresh meat
Based on provisions of Art. 10 of the Law on veterinary activities No. 1538-XII of 23.06.93 and for the purpose of harmonization of the Moldavian veterinary legislation with the veterinary European Union law I Order:
1. Approve the Veterinary health regulations of production and trade in fresh meat developed according to directives of the EU 64/433/EEC and 95/23/EC it (is applied).
2. To head department of veterinary science with the State veterinary inspection, to district and municipal veterinary public health services, economic agents (physical persons and legal entities) to be guided in the activities by provisions of the specified veterinary sanitary standards.
3. Publish this order in Monitorul Oficial al Republicii Moldova and enact in year after publication.
4. Repeal the order of the ministry No. 101 of 29.04.05. "About approval of veterinarnosanitarny rules of production and trade in fresh meat".
5. To impose control of execution of this order on Head department of veterinary science with the State veterinary inspection.

to the order of the Ministry of Agriculture and food industry of July 14, 2006 No. 171
1. These veterinary health regulations establish veterinary health requirements in case of production and realization of the fresh meat intended in food to people, received from slaughter of pets: cattle, pigs, sheep, goats and house one-hoofed animals.
2. These rules do not extend to the meat realized through shops of retail network.
3. These rules do not contradict Veterinary health regulations of production and realization of semifinished products and mincemeat.
4. In sense of these rules it is meant:
a) meat - all parts intended in food to people, received from slaughter of pets - cattle, pigs, sheep, goats and house one-hoofed animals;
b) fresh meat - meat which did not undergo to any procedures except cold for the purpose of its preservation; the meat packed by vacuum also belongs to this category;
c) mechanically separated meat - the meat received by mechanical department from bones except for of meat from head bones and legs is lower than carpal and plusnevy joints, and at pigs and from sacral vertebrae;
d) framework - the whole carcass of the killed animal after bleeding, removal of legs at the level of carpal and plusnevy joints, interiors, the head, udder, removal of skin. In case of slaughter of pigs for export to EU countries of leg and the head can remain in case of touch or half carcass;
e) offal - the internals intended on the food purposes;
f) interiors - internals of chest, belly and pelvic cavities, including trachea and gullet;
g) the state veterinarian - the veterinarian appointed by veterinary competent authority;
h) the exporting country - the country which sends fresh meat;
i) the country of destination - the country to which fresh meat is intended;
j) the vehicle - car, rail, air and sea transport, including the maritime containers intended for transportation of the corresponding loads;
j) the company - the lethal workshop, the finishing workshop, the refrigerator or meat-processing plant which combines all listed and other similar productions;
l) packing - protection of fresh meat by application of means of primary package.
m) packaging - application of the second packaging or the packaging;
n) forced slaughter - slaughter of animal with different injuries, different physiological violations according to the instruction of the veterinarian. Slaughter can be performed also out of the lethal workshop if the state veterinarian establishes impossibility of transportation of animal;
o) the center for repacking - the workshop or warehouse in which repacking of the meat intended for realization is performed;
p) the central veterinary body - the central veterinary body provided by Head department of veterinary science with Gosvetinspektion of the Ministry of Agriculture and the food industry;
s) competent veterinary authorities - the central veterinary body, and also district public veterinary administration, state veterinary services of ATO Gagauzia, мун. Chisinau and Belts who perform vetsannadzor.
5. The central veterinary body shall be confident that are suitable in food to people - hulks and half carcasses whole or divided into three parts, and also quarters, which:
a) are received on meat-processing plant which conforms to the requirements established by Sections I and II of appendix 1 to these rules, and also subitem 37-48 of the presents vetsanpravit;
b) are received from the lethal animals who had veterinary examination according to the Section VI of appendix 1 and recognized to conforming requirements established by these rules;
c) are received with observance of the hygienic requirements provided in Sections V and VII of appendix 1 to these rules;
d) underwent to veterinary sanitary inspection the state veterinarian according to the Section VIII of appendix 1 to these rules and conform to the established requirements except for of injuries and the localized changes which if necessary are exposed to laboratory researches;
e) have veterinary brand according to the Section XI of appendix 1 to these rules;
f) are followed during transportation:
the veterinary certificate issued by the state veterinarian during loading filled in the single copy on one or several pages, in state language and in official language of the country of destination according to the form established in appendix 4;
the commodity transport document issued by the sender of goods in which in addition to the data provided in item 50 of the Section X of appendix 1, No. of veterinary permission, and in case of sending frozen meat also year and month of freezing shall be specified. The accompanying document shall be kept by the receiver for representation to competent authority according to its requirement. Also computer data shall be provided;
g) are warehoused according to the Section XIV of appendix 1 after veterinary sanitary inspection with observance of hygienic requirements in rooms with the veterinary permission issued according to subitem 37-48, being under supervision according to the Section X of appendix 1 to these rules;
h) are transported with observance hygienic the requirement according to the Section XV of appendix 1 to these rules.
Smaller pieces than those which are specified in paragraph 1 of item 5 of these rules, or meat block:
a) shall be cut or packed at the company which conforms to the established requirements in Sections I and III of appendix 1 to these rules, having the veterinary permission to operate and being under veterinary supervision according to subitem 37-48 of these rules;
b) are cut and packed according to the requirements established in the Section IX of appendix 1 to these rules and are developed:
- from fresh meat which conforms to the requirements established in paragraph 1 of the item 5, and it is transported with observance of the requirements established by the Section XV of appendix 1 to these rules;
- from fresh import meat from the third countries according to requirements of "The veterinary health regulations regulating the organization of carrying out veterinary control of the imported products to the Republic of Moldova from the third countries";
c) storage is performed according to the established requirements in the Section XIV of appendix 1 to these vetsanpravila at the companies having the veterinary permission to operate according to subitem 37-48 of these rules and being under veterinary supervision according to the Section X of appendix 1 to these rules;
d) are subjected to veterinary control by the state veterinarian according to the requirements provided by section. X appendices 1 to these rules;
e) observance of requirements of packing and the packaging established in the Section XII of appendix 1 to these rules;
f) observance of the requirements established by the item of 5 paragraphs of 1 litas. c), e), f) and h) these rules.
The internals which are exported from meat-processing plant or other company having the veterinary permission to operate. The internals separated ink shall conform to the requirements established in paragraphs 1 and 2 of item 5 of these rules.
Fresh meat is stored in the refrigerator having the veterinary permission to operate in accordance with the established procedure:
a) with observance of the established requirements of the item of 5 litas. c), e), g) and h), and also paragraphs 2 and 3 of this Item, and in case of import - with observance of the veterinary health requirements regulating the organization of carrying out veterinary control of the imported products to the Republic of Moldova;
