About measures for preparation of national economy and the social sphere to activities during the autumn and winter period of 2011-2012.

For the purpose of reliable providing national economy and the population with energy resources and utilities, and also creation of optimal conditions for activities during the autumn and winter period of 2011-2012. The government DECIDES:

1. To the ministries and other central administrative authorities:

create in 10-day time after date of publication of this Resolution of the commission on the organization, monitoring and control of preparation for cold season of year, including electrical power objects;

establish strict control over consumption of energy resources for the purpose of ensuring their economy, accomplishment of energy conservation features, and also work on preparation for autumn winter period of 2011-2012;

organize regular supply electrical energy of the vital objects, and also objects on which such interruptions are inadmissible, with use of autonomous sources;

oblige subordinated budgetary institutions to control strictly observance of limits of the money provided in own budgets on consumption of energy resources and to provide, in case of need, their review;

take without fail necessary measures for repayment of debts of the budget and being under their supervision organizations for the consumed energy resources and the rendered utilities and to timely pay the current payments for them;

calculate and approve quantitative regulations (kWh, CBM, Gcal) on the consumption of energy resources and utilities distributed on months and to control accomplishment of limits of consumption by subordinated organizations.

2. Recommend to bodies of local public authority and the autonomous territorial entity Gagauzia (Gagauz-Eri):
