having discussed topical issues of bilateral cooperation and development of integration processes within the CIS,

having exchanged opinions on the key international problems which are of mutual interest

declare the following:

Kazakhstan and Russia confirm aspiration to further deepening of the friendship based on the principles of strategic partnership which in the XXI century acquire qualitatively new nature. The certificate to that is carrying out Year of Kazakhstan in Russia, the high level of the actions which are taking place in its framework.

Noting important role of border bonds as component of bilateral cooperation, including in the context of forming of common economic space, Presidents charge to the governments to take additional measures to providing in border zone of favorable conditions for interaction of business entities, development of trade, free trips of citizens, exchanges in the field of culture, science and education.

Heads of states express satisfaction with the level and dynamics of cooperation in fuel and energy complex and support further expansion of interaction in the field of transportation of hydrocarbons of both countries on the world markets, effective development of resources of the Caspian Sea, functioning of Caspian Pipeline Consortium, on creation of gas alliance.

Presidents with satisfaction state proximity of line items on such key problems of integration processes as ensuring freedom of movement of goods, services, the capitals and labor power, harmonization of the economic legislation, monetarist, tariff, tax, competition, technical policies.

Presidents, noting successful promotion of negotiation process on delimitation of the Kazakhstan-Russian border and charging to accelerate the completion of this work, declare that the strong allied relations between Kazakhstan and Russia are the key to preserving the Kazakhstan-Russian border as borders of friendship and mutual trust of two fraternal peoples.
