The concept of forming of the Common economic space (further - the Concept) represents the program of measures for forming of the Common economic space of the Republic of Belarus, the Republic of Kazakhstan, the Russian Federation and Ukraine (further - the State Parties) for the purpose of deepening of multilateral economic cooperation.

(Further - EEP) the State Parties understand the economic space combining customs areas of the State Parties on which the mechanisms of regulation of economies based on the single principles providing free movement of goods, services, the capital and labor power function as the Common economic space and is carried out single foreign trade and approved, in that measure and in that amount in what it is necessary for ensuring the equal competition and maintenance of macroeconomic stability, tax, monetary, monetary policy.

The purpose of forming of EEP is creation of conditions for stable and effective development of economies of the State Parties and increase in level of living of the population.

The State Parties aim to help:

to the development of trade and investments between the State Parties providing sustainable development of economies of the State Parties on the basis of the universally recognized norms and the principles of international law;

to creation of opportunities for development of business activity by establishment of the harmonized systems of regulation and integration of infrastructure complex;

to integration and building-up of economic capacities of the State Parties for the purpose of increase in competitiveness of economies of the State Parties in the foreign markets.

The step-by-step solution of tasks of deepening of integration is caused by accomplishment by the State Parties of undertaken obligations and the actual solution of the following tasks:

forming of the free trade area without withdrawals and restrictions assuming non-use in mutual trade of anti-dumping, countervailing and special protective measures based on carrying out single policy in the field of tariff and non-tariff regulation, single competition rules, application of subsidies and other forms of the state support;
