We, heads of states of the Republic of Belarus, the Republic of Kazakhstan, the Russian Federation and Ukraine, aiming to promote economic and social progress of our people, increase in level of their life, proceeding from the principles of sustainable development,

in view of that consecutive carrying out economic reforms in our countries created premises for further deepening of multilateral economic cooperation and strengthening of integration processes,

developing provisions of the Agreement on the free trade area of April 15, 1994, confirming the arrangements developed at the summits of the CIS in Chisinau and Kiev and also the determination to create the Common economic space,

we declare new stage of economic integration and we begin negotiations on the measures necessary for forming of the Common economic space.

Preparation by September, 2003 of the agreement on forming of the Common economic space, the approved economic policy on number of the directions, harmonization of the relevant legislation and creation of the unified regulating interstate independent Commission for trade and rates will be result of negotiations.

Ultimate goal of work is creation of the Organization of regional integration.

For this purpose the Parties establish joint Group of high level and approve her mandate.
