The Cabinet of Ministers of Ukraine decides:

1. Approve Regulations on system of accounting of public information which are applied.

2. In three-months time to provide to the ministries, other central executive bodies, Council of Ministers of the Autonomous Republic of Crimea, the regional, Kiev and Sevastopol city public administrations:

creation, functioning and maintaining system of accounting of public information;

access to system of accounting of public information.

3. Recommend to local government bodies to provide creation, functioning and maintaining system of accounting of public information.

Regulations on system of accounting of public information

1. This Provision establishes general requirements concerning ensuring storage and access to public information by creation, functioning and maintaining system of accounting of public information in which the documents which are at subjects of powers of authority are registered.

2. The system of accounting of public information (further - system of accounting) is the electronic database containing information on documents which are at the subject of powers of authority (further - documents).

3. Administrator of system of accounting is the subject of powers of authority which provides its creation, functioning and maintaining within the powers.

4. The administrator of system of accounting provides:

document registration;

stable system operation of accounting;

promulgation of system of accounting on the official website, and in case of its otsutstviyadrugy acceptable method;

provision of access to system of accounting on requests;

implementation of updating of the software of system of accounting;
