About questions concerning ensuring realization of the rights of children in Ukraine

For the purpose of creation of proper conditions for ensuring realization of the rights and legitimate interests of children, in particular the orphan children and children deprived of parent care, solutions of urgent tasks in the field of child care I decide:

1. To the Cabinet of Ministers of Ukraine:

1) to take immediate measures concerning activation of activities central and local executive bodies, the protection of personal and property rights of children, their social protection directed to improvement, ensuring taking into account in such work of recommendations of Final observations of UN committee on the child's rights following the results of consideration of the third and fourth summary periodic reports on realization of regulations of the Convention of the UN by Ukraine on the child's rights, and also strengthening of responsibility for fulfillment of requirements of the legislation in the field of child care;

To provide 2):

together with Council of Ministers of the Autonomous Republic of Crimea, the regional, Kiev and Sevastopol city public administrations timely and in full payment of the government public assistance go to the orphan children and children deprived of parent care, cash cover to parents tutors and adoptive parents for provision of social services in orphanages of family type and foster homes by the principle "money for the child";

financing in 2012 of the actions directed to realization of the tasks determined by the Law of Ukraine "About the Nation-wide program "The National Plan of Action concerning Implementation of the Convention of the UN on the Child's Rights " for the Period till 2016";

unconditional fulfillment of requirements of the legislation concerning the number of staff of employees of services for children and non-admission of liquidation of such services;
