1. Take into consideration Information on the course and results of bilateral negotiations on withdrawals from free trade regime of the State Parties of the CIS and transition to collection of indirect taxes by the principle of "country of destination" of goods.

2. Note that realization of priority actions on forming of the free trade area during 2000 - 2001 provided by the Decision of Council of heads of states of the CIS of June 21, 2000 goes with lagging to parts:

completion of interstate procedures for enforcement of the Agreement on creation of the free trade area of April 15, 1994 and the Protocol to it of April 2, 1999;

transition to collection of indirect taxes by the principle of "country of destination" of goods;

completion of approval on bilateral basis of schedules of cancellation of withdrawals from free trade regime.

3. Consider it expedient to activate bilateral negotiations and in 2001 to complete transition to collection of indirect taxes by the principle of "country of destination" of goods taking into account national legal systems of the states of the Commonwealth, approve lists of withdrawals from free trade regime and start negotiations on schedules of their step-by-step cancellation.
