"1) participation in forming and realization of state policy in the field of the industry and industrial and innovative, scientific and technical development of the country, mining and metallurgical complex, mechanical engineering, the chemical, pharmaceutical and medical, light, woodworking and furniture industry, building industry and production of construction materials, the state support of investments, safety of machines and the equipment and safety of chemical products according to industry orientation, creations and functioning of special economic zones, export control, technical regulation and ensuring unity of measurements, power industry, subsurface use regarding solid minerals, underground waters and therapeutic muds, the coal industry, the state geological studying, reproduction of mineral resources, rational and complex use of subsoil, public administration by subsurface use regarding solid minerals, underground waters and therapeutic muds, use of atomic energy, support of use of renewable energy resources, energy saving;";

"13. The ministry according to the current legislation and tasks assigned to it performs the following functions:

1) provides forming and realization of state policy in regulated spheres;

2) is performed by international cooperation in regulated spheres;

Develops 4) and approves program documents in regulated spheres;

5) performs cross-industry coordination in regulated spheres;

12) allocates innovative grants;

13) carries out monitoring of realization and efficiency evaluation of accomplishment of the innovative projects performed at the expense of innovative grants;

14) exercises the state control of execution of the legislation of the Republic of Kazakhstan on the state support of innovative activities, including of accomplishment of package of measures of innovative development;

15) develops policy of development of the high-technology service industry which is not carried to competence of other state bodies;

16) develops the nomenclature (list) of products together with state bodies of the Republic of Kazakhstan of system of export control;

17) issues warranty obligations (end-user certificates);

18) issues permissions to transit of products;

Issues 19) to applicants and the interested state bodies of the conclusion about reference of goods, technologies, works, services, information to products which are subject to export control;

20) issues permissions to conversion of products out of the territory of the Republic of Kazakhstan;

21) makes the decision on compensation of part of costs of legal entities – the residents of the Republic of Kazakhstan performing promotion of the processed domestic goods on the foreign markets based on the positive recommendation of the Interdepartmental commission on compensation of part of costs of exporters;

22) is approved by regulations on the Interdepartmental commission on compensation of part of costs of exporters;

23) is issued by the document on conditions of conversion of goods on/out of customs area and conversion for internal consumption according to the legislation of the Republic of Kazakhstan;

24) is issued by the conclusion about conditions of conversion of goods according to the legislation of the Republic of Kazakhstan;
